All lots or fractions of lots in territory annexed to the city shall be assigned house numbers, the denomination and numbers of which shall be determined by the location and size of the lot.
The denomination of such numbers shall increase from west to east and from north to south, the odd numbers being placed on the northerly and easterly sides and the even numbers on the southerly and westerly sides of all streets and avenues, the hundreds in any number indicating in general the number of the first street lying west of such lot whose numbers increase toward the east, and the first street or avenue lying north of such lot whose numbers increase toward the south, the avenues being assigned the hundred following consecutively the hundreds as assigned to the alphabet as used in that portion of the city west of Thirty-first Street and north of Y Street.
The number of such numbers assigned to any lot shall be two, six, eight or more as, in the judgment of the city engineer, shall best suit the individual block, keeping in view the possible opening of new streets or the extending of old streets through any section of the annexed territory and the desirability, so far as possible, of keeping the odd and even numbers opposite each other on each street, avenue or way.
