The determination of the estimated value of the work to be done for purposes of determining plan review and permit (inspection) fees under this chapter shall be made by the chief building official. In making an estimate of value, the chief building official may use, in addition to other sources, the International Code Council's then most recently published Building Valuation Data. The valuation to be used in computing the plan review and permit (inspection) fees shall be the total value of all work, including all labor, finish work, painting, roofing, electrical, plumbing, heating, air conditioning, elevator, fire extinguishing systems, and any other permanent work or permanent equipment for which the permit is issued.
