A. A department employee designated by the director shall review and investigate a timely complaint, request for an investigation, or request for an extension of time to pay the delinquent charges. If an extension of time to pay is requested, the designated employee shall consider whether the owner should be permitted to amortize the unpaid balance of the utility services account over a reasonable period of time not to exceed twelve (12) months, unless the designated employee finds that a longer amortization period is necessary to avoid undue hardship based on the circumstances of an individual case.
B. After this review and investigation, the designated employee shall render a written decision, which may include adjustment of the amount due or amortization of the unpaid balance of the utility services account over a specified period of time. A copy of the decision shall be mailed to the owner at the owner's address.
C. The decision of the designated employee may be appealed pursuant to Chapter 1.24 of this code, by filing a notice of appeal with the city clerk not later than ten (10) days after the date the decision is mailed to the owner. (Ord. 2015-0011 § 18; Ord. 2011-051 § 2)
