An owner desiring to file a complaint or request an investigation concerning the delinquent utility service charges or applicable services, or to request an extension of time to pay the charges because the charges are beyond the means of the owner to pay in full within the time required, must file a written complaint or request with the director not later than fifteen (15) days after the date of the mailed notice of delinquency and impending termination.
