A. Except as provided otherwise in this chapter, all owners of residential property and residential mixed-use property in the city shall subscribe to organic waste service provided by the city in the manner and in accordance with the provisions of this chapter and chapter 13.12.
B. All owners of residential property and residential mixed-use property in the city, including vacant lots, shall subscribe to street sweeping service if the parcel has concrete curbs and gutters and is contiguous to a public street as provided by the city in the manner and in accordance with the provisions of this chapter and chapter 13.12.
