A. Customers to whom collection services are rendered by the city are responsible and liable for payment of the rates, fees, and charges for the collection services, regardless of the actual usage of or the amount of refuse actually deposited in the containers.
B. Even if the solid waste manager determines that a different number of containers may satisfy the minimum service requirements specified for collection service at a property, each residential dwelling unit must still pay the rates for the minimum level of service.
