Except as expressly authorized otherwise in this article, no connection to the city sewer system subject to the connection and development fees imposed by this article shall be authorized until the fees have been paid, and no person shall connect or cause the connection of any property to the city sewer system, either directly or indirectly, without compliance with the provisions of this article.
