The director shall have the right to inspect all work performed, and all work must be approved by the director before any sewer or storm drain facilities may be connected to the city sewer system or to the storm drain system. After the director issues a notice of completion, all sewer or storm drain mains and related facilities constructed "downstream" of the service connection(s) shall become the property of the city.
