Any person requesting city sewer service or city storm drain service to premises that are not served by a city sewer main or storm drain main, shall apply to the director for permission to install the sewer or storm drain facilities necessary to extend the city sewer system or storm drain system to provide sewer or storm drain service to the property(ies). The application shall contain plans and specifications for the proposed sewer or storm drain facilities that shall conform to the stand-ard specifications and such other requirements as may be established by the city and the department.
