The requirements set forth herein are minimum standards and this chapter not imply that a wastewater discharge that complies with this chapter will necessarily comply with all other applicable statutes, regulations, ordinances or other governmental requirements. This chapter shall not create or impose any liability on the city, its officers or employees for any damages that result from reliance on this code or any administrative decision lawfully made hereunder.
