A. No person shall knowingly or willingly cause or allow any city water applied to any landscaping, including new landscaping, or used for any other irrigation purposes, to flow away as water waste runoff from property owned or occupied by that person.
B. No person shall knowingly or willingly cause or allow any city water used for non-irrigation purposes to flow away as water waste runoff from property owned or occupied by that person, unless the water is used in compliance with subsection A or B of Section 13.04.870 or the director provides prior written consent for the runoff.
