Alterations, changes of equipment or piping, improper operation or lack of maintenance that results in conditions that are hazardous or are potentially hazardous to the potable water supply, either within the premises or in public water mains, or cause use of water in excess of quantities permitted under this chapter, shall be cause for the discontinuance of the supply of water to the premises until the hazard or potential hazard is abated or until approved backflow protection or water conservation devices are used, as elsewhere specified in this code, and are operating within the defined limits of use.
