All applicants for city water service to areas outside of the city limits shall secure a permit from the department. The permit shall not be issued unless it is found that the plumbing in the premises to be served and the construction of the water distribution facilities serving such premises conforms with the provisions of this code and other applicable regulations of the city and the laws and regulations of the state. The applicant shall allow city personnel and/or the Sacramento County Environmental Management Department to inspect the premises and distribution facilities at all reasonable times and if it is found at any time that any of the abovementioned provisions, regulations or laws is violated, the water service shall be disconnected.
