Whenever the department shuts off any pipe or any public or private fire hydrant carrying or discharging water from the city water distribution system, no person shall open the pipe or hydrant or turn on or use any water from the pipe or hydrant without obtaining prior approval from the director. Any person who violates this section shall indemnify and hold harmless the city, its officers, and employees from any claims, actions, costs (including attorney fees), damages, or other liability resulting or arising therefrom.
