An applicant may appeal the city manager's decision to deny issuance of a special event permit, to impose permit conditions that would materially change the special event as planned by the applicant based on the content of its application, or to revoke a special event permit. The appeal shall be to the city council in accordance with Chapter 1.24. A notice of appeal, accompanied by an appeal fee in an amount set by resolution of the city council, must be filed with the city clerk within ten (10) days after the date of the city manager's written decision issued to the applicant or permit holder to deny, condition, or revoke a special event permit.
