2.40.060   Vacancies.
   A.   If a seat on a board or commission becomes vacant during a member's term, the vacancy shall be filled in the same manner that a member is required to be initially appointed to that seat, pursuant to this code, ordinance, or resolution.
   B.   If, at the end of a member's term, the member is not reappointed and a successor is not appointed, the member may continue to serve until they are reappointed or a successor is appointed, if it is determined by the recommending authority that an extended term would be advantageous to continue ongoing work or because the commission is experiencing challenges establishing a quorum. As used in this subsection, "recommending authority" means, as applicable, the mayor, councilmember, or for a member recommended for appointment by the Personnel and Public Employees Committee, the chair of that committee.
