No person or construction contractor shall initiate any construction project adjacent to city parking meters without first making payment of fees, as established by resolution of the city council, for removal of said parking meters, except that during the period with such parking meter space is rendered unusable due to construction, reconstruction or maintenance of the street, curb, gutter and sidewalk, no fees shall be collected.
