Pursuant to authority provided in Vehicle Code Section 22850.5, the city adopts and imposes a vehicle release fee, in an amount to be set by resolution of the city council, for recovery of administrative costs incurred for vehicles towed and/or stored pursuant to the following Vehicle Code sections:
