Any person who is an operator of a tow truck within the city shall, upon request, disclose the operator's name, business address, and telephone number of his or her tow truck firm to any person who is the owner of, or who is legally entitled to drive, a vehicle which is about to be towed or is in the process of being towed by the tow truck operator. The tow truck operator shall also disclose, upon request, the location of the property to which the vehicle will be towed and the telephone number which can be called by the vehicle owner or operator to recover the vehicle.
