It is unlawful for any person to engage in or practice the art of tattooing, as defined in Section 5.132.010 of this code, upon any minor under the age of eighteen (18) years, unless such minor has the written consent of his or her parents or legal guardian; and provided, further, that such minor must be accompanied by his or her parents or legal guardian when the tattooing is performed.
