All persons engaged in the business of cleaning out vaults and cesspools in the city shall file a written statement on the first day of each month with the health officer. Such statement shall contain the number of barrels or loads removed from each cesspool or vault, the name of the parties owning the premises where such work is done, and the location of the premises.
