A. Purpose. It is the purpose of the provisions of this chapter to provide a just, equitable and practicable method, to be cumulative with and in addition to, any other remedy provided by Title 15 (Buildings), Chapter 15.24 (Plumbing Code) and Chapter 15.32 (Electric Code), Title 15.36 (Fire Protection), Chapter 8.100 (Housing Code), or Chapter 8.04 (Nuisance Code), of this code, or otherwise available at law, whereby buildings or structures which from any cause endanger the life, limb, health, property, safety or welfare of the general public or their occupants, may be required to be repaired, vacated, demolished or secured.
B. Scope. The provisions of this chapter shall apply to all dangerous buildings, as herein defined, which are now in existence or which may hereafter be constructed within this city; provided, however, that the procedures for abatement and the standards for rehabilitation of dangerous buildings used entirely for residential purposes may be governed by the provisions of Chapter 8.100 (Housing Code) of this title if it is determined by the building official that such structures are capable of being repaired or rehabilitated to conform with the minimum standards prescribed by the housing code.
C. It is the further purpose of the provisions of this code to foster the preservation of buildings and structures of historical value by discouraging their demolition and to protect against the unintentional damaging or destruction of structures of historical value through the demolition of buildings or structures structurally connected to such historical structures.
