It is unlawful to distribute any advertising matter by placing the same in or upon vehicles upon the streets or alleys of the city, or by handing or passing the same to pedestrians along such streets or alleys; provided, that this section shall not apply when distribution is to one willing to receive such advertising matter or when the owner or occupant of a vehicle shall consent.
