No persons attending upon or coming in contact with any person infected with any contagious or infectious disease in such a manner or to such an extent as to render them liable to communicate the disease, except physicians, clergymen, nurses and those engaged in treating contagious diseases, shall go upon any public street, or attend any public or private school, church, place of amusement, or in any way mingle with people not affected with the disease.
