No person shall engage in the business of sidewalk or street photography until the person shall submit satisfactory evidence to the chief of police of his or her ability to respond in damages to the extent of two thousand five hundred dollars ($2,500.00) in damages or loss to one or more persons incurred or suffered by reason of the conduct or operation of such business by the applicant. Satisfactory proof of such ability shall be considered complied with when the applicant presents a certificate from an insurance carrier, duly authorized to do business within this state, that it has issued to or for the benefit of the person named therein a public liability policy in lawful form within the limits above-mentioned, covering such persons for damages arising out of the operation and conduct of such business upon the streets of the city and that the policy shall be written in favor of the city and all persons who might suffer or sustain any damage arising out of such operation, and that the same shall remain in full force and effect during the continuance of the license.
