5.116.140   Permit-Applicant must be the publisher or his or her agent.
   A permit shall be issued only to the publisher of the publication for which the permit is sought, or the duly authorized agent of such publisher, which authority shall be evidenced by an instrument, in writing, or by other evidence satisfactory to the chief of police. (Prior code § 10.02.120)
