If an application for a permit is denied by the city manager for failure to satisfy the eligibility requirement stated in Section 5.108.190(B)(2), no application for a permit to conduct any entertainment activity at the same location shall be considered by the city manager for a period of one year from the date of denial. In addition, if the denial is for failure to satisfy an eligibility requirement stated in Section 5.108.190(B)(4) or (B)(5), the city manager shall not consider any application from the same applicant for a period of one year.
