There is created and established in the city a producers' market which shall be located on a site to be selected by the city manager with the approval of the city council. Such site or location may be changed from time to time as public convenience and public policy shall require. Such market shall be open for the purpose of displaying and selling produce raised within a radius of twenty-five (25) miles from the city; provided, however, that the whole of Sacramento County shall be included.
