During hours of operation, all picture arcades and picture arcade viewing areas shall be illuminated with light having an intensity of not less than five foot candles at any location on any plane. No dimmer switches or other means of dimming shall be installed, used, or maintained in picture arcade viewing areas. Any switching devices installed in a picture arcade or picture arcade viewing area pursuant to Title 24, Part 2, Section 2-5319, Subsection (c) of the Code of California Regulations, or any successor provision, shall not reduce the level of lighting below a minimum of five foot candles at any location on any plane in any picture arcade or picture arcade viewing area.
