It is intended that this chapter shall apply to any picture arcade, irrespective of whether its patrons utilize it as a private or membership club or by virtue of any similar or related arrangement. The law enforcement and public health and safety concerns which form the basis for this chapter do not vary depending upon whether the premises are open to the public or are operated under a private or membership arrangement.
