Every owner, keeper or proprietor of any lodging house, rooming house or hotel in the city shall keep a register wherein he or she shall require all guests, roomers or lodgers to inscribe their names upon their procuring lodging, rooms or accommodations in such lodging house, rooming house or hotel. The register shall show the time when such name was inscribed, meaning the day of the month and year, and also the room or rooms occupied or to be occupied by such lodger, roomer or guest in such lodging house, rooming house or hotel.
