The city manager shall provide for the issuance of permits and the requirement for deposit for any costs to be incurred by the city related to motion picture production or television production. The city manager may promulgate rules and regulations based upon the following consideration:
A. Traffic congestion;
B. The safety and convenience of all persons;
C. The disruption of normal activities of persons;
D. The safety of property;
E. The written consent, where appropriate, of affected property owners and occupants. (Prior code § 69.01.104)
