The provisions of this chapter do not apply to the following:
A. Reporters, photographers, or camera persons in the employ of a newspaper, news service, or similar entity engaged in on-the-spot broadcasting of news events concerning those persons, scenes, or occurrences which are in the news and of general public interest;
B. Any motion picture of television production at a motion picture or television studio located in the city;
C. Commercial still photography;
D. Minor filming, when approved in writing by the city manager. (Prior code § 69.01.103)
