5.28.2100   Authority.
   It is declared that the provisions of this chapter are enacted pursuant to the authority conferred by its Charter. It is also enacted pursuant to the police powers conferred by Article XI, Section 7 of the California Constitution for the promotion and protection of the peace, health, safety, and general welfare of the citizens of the county and the cities. (Prior code § 20.11.1022)
