5.28.2070   License or franchise required.
   Except as otherwise provided by this chapter, streets within the county and the cities shall not be occupied by or used for a cable television system except under:
   A.   A license issued pursuant to the provisions of this chapter; or
   B.   A franchise issued pursuant to the provisions of this chapter. A license issued pursuant to the provisions of this chapter shall not be required for a cable television system which does not, to any extent, occupy the streets. (Prior code § 20.11.1016)
