If the matter under appeal is one wherein law or ordinance requires that the city clerk fix the date of the hearing before the city council, the clerk shall fix said date and shall transmit the notice of appeal to the council together with notice of the date when said appeal will be heard by the council. If the matter under appeal is one wherein law or ordinance requires that the city council fix the hearing date, the clerk shall transmit the notice of appeal to the council with the request that a hearing date be fixed by the city council.
