5.28.290   Existence.
   The cable television commission shall become operable and be fully competent to exercise the powers and authority vested therein thirty-one (31) calendar days following the date of selection of the franchisee for the initial CATV franchise pursuant to the provisions of Section 5.28.390 of this chapter.
