No franchise issued pursuant to the provisions of this chapter shall be deemed to expressly or impliedly authorize the franchisee to utilize poles owned by the Pacific Gas and Electric Company, Pacific Telephone, the Sacramento municipal utility district or any other public or private utility which are located within streets, without the express consent of the utility.
