8-3-1: USE REGULATIONS:
In the residential district, unless otherwise provided in this title, no building or land shall be used and no building shall hereafter be erected or structurally altered except for one or more of the following uses:
Churches, libraries, museums, schools, memorial buildings, including nameplates and bulletin boards placed in back of the prescribed setback lines.
Clubs, lodges, fraternities and sorority houses without services to the public customarily carried on as a business.
Home occupations.
One- or two-family dwellings and their accessory buildings. Homes must be erected on a contiguous permanent perimeter foundation of Concrete Block, Placed Concrete or Engineered Wood with a depth of 5'-0" or greater, must be not less than twenty six feet (26') in width and forty feet (40') in length, not less than one thousand forty (1,040) square feet of full livable space, and a roof slope of no less than 6/12.
When circumstances exist that otherwise prohibit the construction of a dwelling, a Conditional Use Permit may be granted for the construction of an alternate primary structure, such as a garage or storage building, not to be used for commercial purposes. If granted, the city may impose conditions related to that use, such as, but not limited to type of construction, external appearance, size, height, number of levels, etc.
Plant nurseries or greenhouses; farms or truck gardens, but no retail stand for the display or sale of agricultural products or any other commercial structure shall be located thereon without a special use permit.
Public parks and playgrounds; golf courses or clubs.
The following uses, but only upon securing variance as provided in chapter 2, article A of this title:
Automobile courts and mobile home parking.
Hospitals, clinics and other buildings used for the treatment of human ailments.
Hotels, when located within five hundred feet (500') of a commercial or industrial district, or when located on a lot facing on a public park playground, school ground or other public institution, college, church or other semipublic institution; but no business shall be conducted therein unless it is incidental and only for guests and can be entered only from the inside of the building.
