7-2-4: LICENSING AND BONDING OF PLUMBERS:
   A.   Definitions: As per Minnesota statutes section 326.01, the following terms are defined:
   JOURNEYMAN PLUMBER: Any person, other than a master plumber, who, as his principal occupation, is engaged as an employee of, or otherwise working under the direction of, a master plumber in the practical installation of plumbing.
   MASTER PLUMBER: Any person skilled in the planning, superintending, and the practical installation of plumbing and otherwise lawfully qualified to contract for plumbing and installations and to conduct the business of plumbing and who is familiar with the laws, rules, and regulations governing the same.
   PLUMBER'S APPRENTICE: Any person, other than a journeyman or master plumber, who, as his principal occupation, is engaged in working as an employee of a master plumber under the immediate and personal supervision of either a master or journeyman plumber in learning and assisting in the installation of plumbing.
   B.   Licensing Requirements:
      1.   License Required:
         a.   Master Plumber: No person, firm or corporation shall engage in the business of plumbing installations in the city, unless licensed by the state as a master plumber, and no individual, firm, or corporation shall engage in the business of installing, repairing, or altering plumbing unless the plumbing work performed in the course of such business is under the direct supervision of a licensed master plumber.
         b.   Journeyman Plumber: No person, other than a master plumber or an individual duly classified as an apprentice, shall perform plumbing installations or alterations (other than minor maintenance) in the city unless licensed by the state as a journeyman plumber and who is in the employ of a person, firm or corporation duly licensed as a master plumber in the state.
      2.   Examination And Licensing Of Plumbers: The procedures for examinations and licensing of plumbers shall be in accordance with the state board of health rules and regulations.
      3.   Address Of Licensee: Every person, firm or corporation licensed as a master plumber or journeyman plumber, performing work in the city, shall notify and maintain the current address of the business or individual in the office of the county auditor at all times.
      4.   Use Of Licensee's Name By Another: No person, firm, or corporation duly licensed by the state as a master or journeyman plumber shall allow his name to be used by another person, firm or corporation for the purpose of obtaining permits, for doing business, or for doing work under that license, and no one is permitted to use a licensee's name for stated purposes.
   C.   Master Plumber's Bond: A person who has been issued a master plumber's license shall execute and deposit with the county auditor a bond in the sum of two thousand dollars ($2,000.00), such bond to be conditioned that all plumbing work performed by the licensee or under his supervision shall be performed in accordance with the provisions of this code and that he will pay all fines and penalties properly imposed upon him for violation of the provisions of this code. A master plumber's license shall not be valid unless a bond is executed and deposited as herein provided. (Ord. 101)
