It shall be unlawful for any person operating or causing to be operated taxicabs or motor vehicles carrying passengers for hire within the corporate limits, to carry at any time in any such motor vehicle so used and operated, more passengers that the seating capacity of the said car, including the driver, children under 12 years of age excepted.
