The waterworks will be administered by the Utility Services Board, hereinafter referred to as the Board. The Utility Service Board shall have general supervision over the water utility, fixing the policy of control, including the establishment of rates and other regulations, with the approval of the City Council. It shall adopt rules and regulations governing the appointment of all employees and shall select a Superintendent who shall have executive charge of the utility.
