The property owners of the city who shall have constructed sidewalks, curbs and parkings abutting and adjoining their property shall be responsible for the removal of all snow and ice from the sidewalks upon which their property abuts or adjoins and all rubbish and weeds from the parkings adjoining the same, as a part of the responsibility for the maintenance specified in section 10-1-1 of this chapter.
