The provisions of this chapter shall apply to all properties in the village. It is the intent of this chapter to set minimum standards of maintenance of exterior features of the buildings and of yard maintenance to eliminate blighting influences, attractive nuisances, and situations detrimental to the safety and welfare of occupants. All properties shall be maintained in accordance with the general provisions of this chapter.
