(A) Violations. No person shall:
(1) Individually, or with others, stand, loiter, stroll, or collect in a group or crowd for any unlawful, improper, or mischievous purpose or diversion to the annoyance, interference, or disturbance of others in any place in the village, public or private;
(2) Obstruct the entrance of any business establishment (without doing so for some lawful purpose) without the express consent of the owner, lessee, managing agent, or person in control or charge of the building;
(3) Station themselves upon sidewalks, public streets, or in other public places in such a manner so as to hinder pedestrian or vehicular traffic, without the express consent of the owner, lessee, managing agent, person, entity, or municipality in charge of those items;
(4) Prowl about the private premises of any person or entity in the nighttime without permission of the owner of the premises;
(5) Engage in any indecent, insulting, immoral, or obscene conduct in any public place, such as, but not limited to: improperly, lewdly, or wrongfully accosting; ogling; insulting; annoying; following; pursuing; touching; or by gesturing, movement of body, or otherwise molesting, any person in a public place;
(6) Engage in any disturbance, fight, or quarrel in any public place;
(7) Discharge any firearm, BB gun, air rifle, air pistol, or bow and arrow (target, compound, or cross bow) within the village. There shall be no hunting of any type, or possession of any uncased bow of any type, or firearm outside of a residence or business establishment within the village limits;
(8) Disturb any service of worship or any other assembly gathered for a lawful purpose; or
(9) Wander about and beg in the streets or from house to house, or sit, stand, or take a position in any place and beg from passers-by, either by words, the exhibiting of a sign, or by gestures.
(B) Enforcement.
(1) The Village Police Department is authorized to enforce the provisions of division (A)(7) above, and to grant exemptions and impose conditions to any exemption which it deems appropriate upon request of a property owner based upon the following safety criteria:
(a) The distance between the area to be used as a shooting range and other dwellings, structures, public gathering places, private gathering places, and other such safety considerations;
(b) The type of firearm, BB gun, air rifle, air pistol, bow and arrow, or other implement proposed to be discharged; and
(c) Any other consideration which the Village Police Department considers appropriate and pertinent to the public health, safety, and welfare of the citizens of the village.
(2) The enforcement duties authorized by this division (A)(7) above shall include, among others, the following: investigation of ordinance violations; serving notices of violations; serving appearance tickets as authorized under Public Act 175 of 1927, Ch. 4, being M.C.L.A. §§ 764.1 et seq., as amended, and Public Act 366 of 1984, being M.C.L.A. §§ 764.9c and 764.9f; appearance in court or other judicial proceedings to assist in the prosecution of ordinance violators; and the ordinance enforcement duties as made to be designated, from time to time, by the Village President not inconsistent with this division (B).
