§ 51.15  RATES.
   There shall be and there are hereby established for the use of, and the service rendered by, the waterworks system of the town, the following rates and charges based, except as is otherwise provided, on the use of water supplied by said waterworks system:
   (A)   Metered rates per month rate.

   (B)   Special irrigation rate. Available to customers when usage is principally for irrigation purposes and the majority of such usages is between the hours of 11:00 p.m. and 6:00 a.m. Users availing themselves to this rate are subject to curtailment of supply at any time at the request of the Town Council of its appointed agent.

   (F)   Temporary users. Water furnished to temporary users such as contractors and the like, shall be charged on the basis of the metered gallon rates hereinbefore set forth as estimated and established by the Waterworks Superintendent.
   (G)   Tapping fees.
      (1)   Each user, at the time he or she is connected with the waterworks system, shall pay a charge to cover the costs of tapping the main, furnishing and laying service pipe, corporation, and stopcocks, service, and meter box and installing the meter.
      (2)   The charge for any meter tap with size of five-eights of an inch to three-fourths of an inch shall be $425 plus the cost of labor, materials, and overhead in excess of the base $425.
      (3)   The charge for any meter tap larger than said five-eights of an inch to three-fourths of an inch shall be the actual cost of labor, materials, and overhead, but not less than $425 plus the cost of labor, materials, and overhead in excess of the base $425.
   (H)   Collection and deferred payment charges. All bills for water service not paid within 15 days from the due date thereof, as stated in such bills, shall be subject to the collection or deferred payment charge of 10% per annum.
   (I)   Connection/reconnection fees.
      (1)   When the town has disconnected service for nonpayment of a bill, a reconnection charge of $25 shall be required before service is reconnected.
      (2)   When the town has disconnected service for nonpayment of a bill and has previously reconnected service, a reconnection fee of $35 shall be required before service is reconnected.
      (3)   When a connection of service is made for a customer to obtain a bulk amount of water, i.e., loading a water truck for filling a swimming pool or loading a water tank/truck for personal use, a charge of $20 plus the standard per gallon rate shall be charged.
   (J)   Returned check charge. When the town is required to re-process a check tendered for payment of a customer’s bill, a handling charge of $18 shall be added to the customer’s billing.
   (K)   Service deposit. Customers applying for residential service who own the service property shall not be asked to make a service deposit unless the customer has had an unsatisfactory payment in the past or owes money for prior service. For all other service customers, a service deposit equal to one-sixth of the customer’s expected annual combined water and sewage billing may be required. However, the combined service deposit shall not be less than $80.
