§ 51.03  WELLS FOR PRIVATE HUMAN CONSUMPTION, REQUIRING CONNECTION TO THE WATERWORKS SYSTEM.
   (A)   The owners of all houses, buildings, or properties used for human occupancy, employment, recreation, or other purposes, situated within the town, are hereby prohibited from installing or using a well for water for human consumption.
   (B)   The owners of all houses, buildings, or properties used for human occupancy, employment, recreation, or other purposes, situated within the town, are hereby required to connect directly with the public water system within 60 days, provided that said public water system is within 300 feet of the property line. The customer shall be responsible for all waterworks service and equipment from the cut-off valve to the house.
   (C)   Any person found to be violating any provision of this section shall be served by the town with written notice stating the nature of the violation and providing a reasonable time limit for the satisfactory correction thereof. The offender shall, within the period of time stated in such notice, permanently cease all violations.
   (D)   Any person violating any of the provisions of this section shall become liable to the town for any expense, loss, or damage occasioned by reason of such violation.
   (E)   Any person who believes himself or herself aggrieved through the enforcement of this section has the right to seek administrative relief before the town.
