(A) The Town Board hereby establishes a Water Department, known as the Rossville Waterworks Utility, pursuant with the ordinance previously set forth on April 13, 1976.

(B) The contingency emergency action plan of the town’s waterworks, attached to the ordinance codified herein and incorporated hereto, is adopted and approved.
(C) The town’s waterworks and/or Town Council and/or Town Marshal and other law enforcement officers may enforce the provisions of the contingency emergency action plan by all means necessary, including fines as defined below, water rationing, and/or shutting off a violator’s water supply.
