In the event the ownership of any dog, cat, or other animal found doing any act prohibited by the provisions of this subchapter shall be known to the Animal Warden or Police Department of the town such dog, cat, or other animal, in the discretion of said Animal Warden or Police Department, need not be impounded, but may be returned to its owner, and the owner cited for violating and to appear in Town Court to answer charges for such violation.
