135.01 DIRECTOR APPOINTMENT AND DUTIES.
   (a)   The full-time salaried position of Public Works Director is hereby created as one of those offices provided for in Article IX, Section 1.0(1)(f) of the Charter, which falls into the unclassified civil service.
   (b)   The Public Works Director shall report to the Administrator and/or Mayor. Qualifications for appointment shall include, but are not limited to, the following:
      (1)   Five years management-supervisory experience, i.e., public or private sector shop foreman or plant manager;
      (2)   Thorough knowledge of heavy equipment operation and maintenance;
      (3)   Knowledge of materials, tools, methods and equipment used in the construction and maintenance of streets and catch basins;
      (4)   Labor relations experience; and
      (5)   The completion of a standard high school course or any combination of experience which shall provide the required knowledge, skills and abilities.
